However, the mechanism of potential toxicity is GI irritation and potential CNS depression at higher doses. Fresh rosemary at concentrations below 0.5% of body weight is generally safe. For a 5kg cat, this represents approximately 25mg fresh rosemary leaves β€” a very small quantity.

Concentration concern with dried/powdered forms: Dried rosemary is 4–5 times more concentrated in volatile oils than fresh herb due to water loss. Powdered rosemary is even more concentrated.
